I do recognize the short form “PTB”. It is also used in the tv-series Angel, where it stands for the Powers That Be. If it means about the same here, that would indeed be a society of gods, or possibly a mix of gods and lesser powers.

As for the watchers… we can presume these are the ultimate authority for senserealm, and we know they’re beings of a higher order than the Lady and Eleanor. It logically follows that they’re some kind of spirit court, and therefore beings that could be considered gods. Whether they’re “actually” gods likely depends on what we define a god to be. And we have no idea of the true scope of their power.
