Yes, but that was after the two boy scouts here went poking around where they shouldn’t have been. I think these two were not instructed by any superior officer to spy on anything, and they thought that they would be promoted or something if they went and found something at Starlin. Because really if this organization is as big as they make it out to be, then actual field agents would have been sent, not two teenage kids.
To be fair, the internet could be full of secret organizations which boast multi-government support but are so hush-hush that they can only tell you about it if you join up and prove you’re trustworthiness by believing them when they tell you your handler is in contact with high-up government people with major clout. Were I able to write it with a straight face, I’m sure I could formulate a recruitment letter convincing enough to attract teenagers who want to believe.
This being a webcomic and fictional, it could be totally legitimately what these kids claim it to be. Or it could be something nefarious but not on the scale they were told. Or it could be that they made it up and are hoping to perpetrate a hoax that will cause it to grow into what they claim it to be. Or heck, it could be a false memory implanted by the Starlin girl to keep the duo from spreading rumors of what they think they know to actual authorities.

Regardless of this being a webcomic, there is also the possibility that the high echelon personnel already know about aliens and are using this kind of recruiting system in order to give the most gifted younger generation to the aliens in order to secure their power base against educated arguments. If this was the case, we would have to contend with political speech writers formulating these recruitment letters and we all know to what depths of deception they can sink!
